The transition of the industrialized society to the information and knowledge society requires reforms also in the field of vocational training. It is all about promoting lifelong learning. Since the vocational training essentially contributes to the innovation and competitiveness of the economy, the further development of the vocational education system is one of the most important strategies of the safeguarding of future. The ideas developed by the parties, trade unions, central associations of the economy, the economy, the ministries of education show that the necessity of change is commonly accepted. This also applies to the discussion in the context of the European Union.

The resources lying in the vocational training can still be used  more effectively than today. Vocational training is personality formation and is at the same time aimed at the promotion of the economic development. This also concerns the FE colleges. They can only restrictedly put their knowledge as a not legally responsible institution of the public law into the service of the respective region. A broad agreement consists that they must be  operated more like modern service providers. To be able to accomplish their tasks in the region better, the FE colleges need greater financial and  staff-related independence in the future.
